Consider recommendations regarding Fiscal Year (FY) 2026-2027 Classification and Salary Plan and Reconciliation of Allocated Positions; Amendment to Compensation and Benefits Plan for Management, Appointed Executives, and Confidential Unrepresented Employees; Side Letter with SEIU Local 620 to Update Job Classification Titles in Memorandum of Understanding (MOU), as follows: a) Adopt a Resolution which sets forth the County’s Classification and Salary Plan for FY 2026-2027 and reflects position allocation changes adopted at the June 16, 2026 Budget Hearings, additional position allocation changes approved on July 7, 2026, and reflects position allocation changes approved by the County Executive Office under authority of Resolution No. 99-486; b) Adopt a Resolution which amends the Compensation and Benefits Plan for Management, Appointed Executive, and Confidential Unrepresented Employees (Resolution No. 25-218) previously approved by the Board of Supervisors on April 23, 2024, and amended June 18, 2024, July 16, 2024, August 27, 2024, and September 23, 2025; c) Approve, authorize, and ratify the County Human Resources Department’s execution of the Side Letter Agreement between the County of Santa Barbara and Service Employees International Union Local 620, and authorize the Human Resources Director, or designee, to sign the Agreement, which establishes title changes to existing County job classifications and provides for the incorporation and application of those title changes to the existing MOU between the County and Union through July 4, 2027; and d) Determine that the above actions are not projects under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Sections 15378(b)(4) and 15378(b)(5) because they consist of government administrative or fiscal activities that will not result in direct or indirect physical changes in the environment.
