Consider recommendations regarding Laguna County Sanitation District Treatment Plant Legacy Facilities Decommissioning Project Award, Fourth and Fifth Districts, as follows: Acting as the Board of Directors, Laguna County Sanitation District: a) Approve the plans and specifications for the Laguna County Sanitation District Treatment Plant Legacy Facilities Decommissioning Project, on file in the Laguna County Sanitation District office; b) Award the Construction Contract in the base amount of $1,365,500.00 to W.M. Lyles Co., the lowest responsible bidder, subject to the provision of documents and certifications required under California law and the project specifications; c) Authorize the Public Works Director or designee to approve change orders for a contingency amount up to $75,000.00, for a total not-to-exceed contract authorization of $1,441,500.00; d) Approve and authorize the Chair to execute the Construction Contract with W.M. Lyles Co.; and e) Determine that the action is categorically exempt under the California Environmental Quality Act (CEQA) pursuant to Section 15301(b) (Existing Facilities) and Section 15302(c) (Replacement or Reconstruction) of Chapter 3 of Title 14 of the California Code of Regulations (State CEQA Guidelines) and approve the posting of a Notice of Exemption on that basis.
