HEARING - Consider recommendations regarding Phase I Oil and Gas Prohibition Ordinance Amendments, as follows: (EST. TIME: 2 HR.) a) Make the required findings for approval of the zoning code amendments, including California Environmental Quality Act (CEQA) findings; b) Determine that the adoption of the amendments to the County Land Use and Development Code (LUDC) (Case No. 26ORD-00001), Coastal Zoning Ordinance (CZO) (Case No. 26ORD-00002), and Coastal Land Use Plan (CLUP) amendment (Case No. 26GPA-00007) are exempt from CEQA pursuant to CEQA Guidelines Sections 15307, 15308, and 15265; c) Adopt the ordinances to amend the LUDC (Case No. 26ORD-00001) and CZO (Case No. 26ORD-00002); d) Adopt a resolution to approve an amendment to the CLUP of the County Comprehensive Plan (Exhibit E-1, Case No. 26GPA-00007) to incorporate minor updates; e) Adopt a resolution authorizing Planning and Development to submit the amendments (Case No. 26ORD-00002 and Exhibit E-1, Case No. 26GPA-00007) to the Santa Barbara County Local Coastal Program (LCP) to the California Coastal Commission (CCC) for review and certification; and f) Direct the Planning and Development Department to transmit the adopted resolution to the Executive Director of the CCC.
