Consider recommendations regarding the donation of 1401 North V Street (APN 093-040-023) to the County of Santa Barbara, located adjacent to the Lompoc Animal Shelter; (RP File No. 004124), Third District, as follows: (4/5 Vote Required) a) Accept the donation, approve and authorize the Chair to execute the original and duplicate original Donation Agreement and Escrow Instructions between the County of Santa Barbara and Mary Louise Braitman (Owner) as “DONOR”, consisting of approximately 1.23-acres located at 1401 North V Street, in the City of Lompoc, located immediately adjacent to the Lompoc Animal Shelter, known as Assessor Parcel Number 093-040-023; b) Authorize the Director of General Services, or designee, to execute any and all escrow documents required to facilitate the terms and conditions of the proposed donation; c) Approve and authorize the Director of County Health or designee, to determine satisfaction of the terms and conditions of the Donation Agreement and Escrow Instructions and to expend funds in a total amount not to exceed fifteen thousand dollars ($15,000.00), for title and escrow fees, including any other costs required to facilitate the transaction pursuant to the Donation Agreement and Escrow Instructions; d) Approve and authorize the Clerk of the Board, upon satisfaction of the terms and conditions of the Donation Agreement and Escrow Instructions, to execute the Certificate of Acceptance consummating the donation and accepting title to the property; and e) Determine that there is no possibility that the recommended action may have a significant effect on the environment and is therefore exempt from further review under the California Environmental Quality Act (CEQA) guidelines, pursuant to Section 15061(b)(3), Review for Exemption.
