Consider recommendations regarding the Senate Bill 1 Grant Award for a Sea Level Rise Adaptation Plan, as follows: (4/5 Vote Required) a) Adopt a Resolution authorizing the Director of the Planning and Development Department (P&D), or designee(s), to: i) Execute and submit to Ocean Protection Council a State Grant Agreement for the acceptance of Senate Bill 1 Sea Level Rise Adaptation Planning Grant funds in the amount of $291,681.00, upon review and concurrence of County Counsel, the Auditor-Controller, and Risk Manager, or his or her designee(s); and ii) Execute and submit to the California Ocean Protection Council all required grant documents and amendments, including, but not limited to, payment requests, deliverables, and reports; b) Approve Budget Revision Request No. 1649 to establish grant revenue and corresponding appropriations of $291,681.00 for Fiscal Years 2026-2027 for the SB 1 Sea Level Rise Adaptation Planning Grant funding (4/5 Vote Required); and c) Determine that execution and submittal of the Grant Agreement and required grant documents to the California Ocean Protection Council is not a project and, therefore, is not subject to environmental review pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15378(b)(5) and 15060(c)(3).
