HEARING - Consider recommendations regarding a report on the 2026-2027 Winter Preparations, as follows: (EST. TIME: 30 MIN.) Acting as the Board of Supervisors and Board of Directors, Flood Control and Water Conservation District: a) Receive and file a report on County preparations for a possible strong storm season resulting from predicted El Niño conditions; and b) Determine that the above actions are not a project under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(5) because they consist of government administrative activities that will not result in direct or indirect physical changes in the environment.
