Consider recommendations regarding a 2026-2029 Memorandum of Understanding (MOU) between Santa Barbara-San Luis Obispo Regional Health Authority, dba CenCal Health, and the Santa Barbara Sheriff’s Office, as follows: a) Approve and authorize the Sheriff or Designee to execute an MOU between the Santa Barbara County Sheriff and Santa Barbara-San Luis Obispo Regional Health Authority dba CenCal Health to implement Medi-Cal pre-release services under the California Advancing and Innovating Medi-Cal (CalAIM) Justice-Involved (JI) Initiative at the Santa Barbara County Jails; and b) Determine that the activity is not a “Project” subject to California Environmental Quality Act (CEQA) review per CEQA Guideline Section 15378(b)(5), since the activity is an organizational or administrative activity of government that will not result in direct or indirect physical changes in the environment.
