Consider recommendations regarding the Santa Barbara Veterans Memorial Building Seismic and HVAC Upgrades Project, Award Agreement for Construction Services, Project No. PRJ-000268 (22024), First District, as follows: a) Approve and authorize the Chair of the Board to execute a General Construction Contract Agreement with Mesa Energy Systems, Inc. in the Base Contract Amount of $1,526,646.00, with a Contingency Amount not to exceed $88,832.00 for a maximum Aggregate Contract Amount not to exceed $1,615,478.00 for the Santa Barbara Veterans Memorial Building Seismic and HVAC Upgrades Project, County Project PRJ-000268 (22024); b) Authorize the Director of General Services or his Capital Division Chief designee to approve change orders in an aggregate amount not to exceed $88,832.00 to address changes or additions to the work being performed under the General Construction Agreement with Mesa Energy Systems, INC; c) Authorize the Director of General Services to (i) amend the Agreement to extend the Term of the Agreement by up to six (6) additional months, and (ii) terminate the Agreement in accordance with the provisions of the Agreement; and d) Determine that the project is statutorily exempt from the provisions of California Environmental Quality Act pursuant to California Public Resources Code Sections 15301 (minor alterations to existing facilities) and 15303 (limited construction of small facilities) of Title 14 of the California Code of Regulations and direct staff to file a Notice of Exemption on that basis.
