Consider recommendations regarding County Service Area No. 41, Cebada Canyon Road Maintenance Assessments for Fiscal Year 2026-2027, Third District, as follows: a) Ratify and reaffirm the actions taken in Resolution 26-139, adopted on June 9, 2026, and adopt the Report as “Exhibit A” to Resolution 26-139, all establishing road maintenance charges (with no increase in benefit assessment) for County Service Area No. 41 for Fiscal Year 2026-2027; b) Direct the Clerk of the Board to file with the Auditor-Controller Resolution 26-139 with the Report on or before August 21, 2026; and c) Find that the proposed action is for the establishment, modification, structuring, restructuring, or approval of rates, tolls, fares, or other charges by public agencies which the public agency finds are for the purpose of meeting operating expenses; that the proposed action is therefore exempt from California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines 14 CCR section 15273(a)(1).
