Consider recommendations regarding an Outside Litigation Consultant Contract with Geosyntec Consultants, as follows: (4/5 Vote Required) a) Approve, ratify, and authorize the Chair to execute an Agreement with Geosyntec Consultants, with a not-to-exceed amount of $200,000.00, for a term starting May 7, 2026, and ending no later than December 31, 2027; and b) Determine that the above actions are not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(4) and (5) of the CEQA Guidelines.
