Consider recommendations regarding support for Tort Reform Legislation, as follows: a) Adopt a position to support Tort Reform Legislation for public entities, related primarily to Assembly Bill 218 (2019); and b) Find that the proposed action is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment and is therefore not a project under California Environmental Quality Act (CEQA) Guidelines 14 CCR 15378(b)(5).
