Consider recommendations regarding the appointment of Buellton Mayor David Silva to the California Air Resources Board, as follows: a) Support the appointment of Buellton Mayor David Silva to the California Air Resources Board; and b) Find that the proposed action is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment and is therefore not a project under California Environmental Quality Act Guidelines 14 CCR 15378(b)(5).
