Consider recommendations regarding the Adoption of a Reimbursement Resolution for Proposed Certificates of Participation (COP) Financing, as follows: a) Adopt a Resolution authorizing the reimbursement of expenses incurred by the County in conjunction with the expansion project at the Northen Branch Jail (NBJ) from the proceeds of COP financing; and b) Determine that the above actions are exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines section 15378(b)(5) because they are administrative activities of government that will not result in a direct or indirect physical change to the environment.
