Consider recommendations regarding a First Amendment to the Agreement with California Health and Recovery Solutions, P.C. (CHRS), for Early Access Stabilization Services (EASS), as follows: (4/5 Vote Required) a) Approve, ratify, and authorize the Chair to execute a First Amendment to the Agreement with CHRS for EASS beginning April 1, 2025 through March 31, 2027, to include cost reimbursement for Custody Services provided to support the EASS program in an amount not to exceed $800,000.00; b) Approve Budget Revision Request No. 0011024 in total amount of $500,000.00; and c) Determine that the above actions are government fiscal activities or funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant impact on the environment, and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(4) of the CEQA guidelines.
