Consider recommendations regarding a Loan of Fourth District 990 Funds to Orcutt Area Seniors in Service, Inc. (OASIS), as follows: (4/5 Vote Required) a) Approve and authorize execution by the Board Chair of a no-interest loan agreement in the amount of $100,000.00 from the Fourth District 990 Fund with OASIS, a 501(c)(3) nonprofit organization (EIN: 77-0058257), to support continued advancement of the OASIS Senior and Community Center project; b) Approve Budget Revision Request No. 0010997 to establish appropriations of $100,000.00 in the General County Programs General Fund for Services and Supplies funded by release of Committed Emerging Issues fund balance; c) Find that the project provides a community benefit that meets the social needs of the County, including public health, safety, and recreational access; and d) Determine that the above actions are organizational or administrative activities of the government that will not result in direct or indirect physical changes in the environment and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant Section 15378(b)(5) of the CEQA Guidelines.
