Consider recommendations regarding the Third Amendment to the Services Agreement with Pacific Pride Foundation for Substance Use Prevention Services for Fiscal Years 2023-2027, as follows: a) Approve, ratify and authorize the Chair to execute a Third Amendment to the Agreement for Services of Independent Contractor (BC 23-040) with Pacific Pride Foundation, a local vendor, to update certain standard provisions and general Alcohol and Drug Program provisions for compliance with federal and state requirements; terminate the Syringe Services program, effective November 15, 2025; add the Opioid Overdose Prevention and Reversal Services program, effective October 1, 2025; and make concomitant updates to the schedule of rates and entity budget by program tables with no change to the total maximum contract amount of $280,442.00 and the contract term of July 1, 2023 through June 30, 2027: i) Approve, ratify and authorize the Director of the Department of Behavioral Wellness’ issuance of a Notice of Intent to Partially Terminate the Agreement; ii) Approve and authorize the Director of Behavioral Wellness’ issuance of a Notice of Partial Termination of the Agreement; and iii) Approve, ratify, and authorize the Director of Behavioral Wellness or designee to take actions necessary for the partial wind-down of the Agreement, subject to the Board’s ability to rescind this delegated authority at any time; and b) Determine that the above-recommended actions are not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)(4), finding that the actions are governmental funding mechanisms and/or fiscal activities that will not result in direct or indirect physical changes in the environment.
