Consider recommendations regarding the Santa Ynez Valley Airport Improvement Program (AIP) Grant No. 3-06-0243-024-2025, Project No. 25075 – Authorization to Execute a Federal Aviation Administration (FAA) Grant for Runway Rehabilitation (Design Phase), Third District, as follows: a) Authorize the Director of General Services to act as agent on behalf of the County of Santa Barbara pertaining to the acceptance of an FAA Grant in an amount not to exceed $332,595.00 by executing the FAA Santa Ynez Valley Airport Improvement Program Grant 25 (AIP 25) Agreement setting forth the terms and conditions of such FAA Grant and the Offer therein (Offer) for Project No. 3-06-0243-024-2025, including ratifying and adopting the assurances, statements, representations, warranties, covenants and agreements contained therein; b) Authorize the Director of General Services to (i) execute and submit an Application to the State of California, Department of Transportation (CalTrans) for an AIP Matching Grant of approximately $16,629.00 (CalTrans Grant), (ii) execute a Grant Agreement with CalTrans accepting, and memorializing the terms and conditions of, the CalTrans Grant; and c) Determine that the Project continues to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the State Guidelines for the Implementation of CEQA which consists of the repair or minor alteration of existing facilities or topographical features, involving negligible or no expansion of existing use and; CEQA Guidelines Section 15302 which consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and have substantially the same purpose and capacity as the structure replaced, and that a Notice of Exemption on this basis was approved by the Board on November 29, 2022 and filed.
