Consider recommendations regarding the Challenge Award Submissions for California State Association of Counties (CSAC), as follows: a) Authorize the County Executive Officer or designee to submit the County’s entries into the CSAC 2025 Challenge Awards competition; and b) Find that the proposed action is not a project under the California Environmental Quality Act (CEQA) pursuant to Sections 15378(b)(4) and 15378(b)(5) of the CEQA Guidelines, because it is government fiscal, organizational or administrative activities that will not result in direct or indirect physical changes in the environment.
