Consider recommendations regarding Amendment No. 1 to the Agreement for Services of Independent Contractor with MNS Engineers, Inc., Third District, as follows: a) Approve, ratify, and authorize the Chair to execute Amendment No. 1 to Board Contract No. BC23292 for Services of Independent Contractor with MNS Engineers, Inc., extending the term from June 30, 2025 to June 30, 2026; and b) Determine that the above-recommended action is not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378(b)(5), finding that the action consists of an administrative activity of government that will not result in direct or indirect physical changes in the environment.
