Consider recommendations regarding a support position for Battery Energy Storage Systems (BESS) Legislation: Assembly Bill (AB) 1285 and Senate Bill (SB) 283, as follows: a) Adopt a position to support AB 1285 and SB 283, to increase community safety related to BESS per the recommendation of the Legislative Program Committee; and b) Find that the proposed action is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment and is therefore not a project under California Environmental Quality Act Guidelines 14 CCR 15378(b)(5).
