Consider recommendations regarding the First Amendment to the Agreement for Services of Independent Contractor between the County of Santa Barbara and Clean Harbors Environmental Services, Inc., as follows: a) Approve and authorize the Chair to execute the First Amendment for Services of Independent Contractor between the County of Santa Barbara and Clean Harbors Environmental Services, Inc. for the transportation, management, recycling, and disposal of hazardous waste collected through County solid waste collection programs to increase the contract amount by $1,074,479.00 and extend the contract for an additional two years ending June 30, 2027, for a total not-to-exceed amount of $2,862,357.00; and b) Determine that the above-recommended action is not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378(b)(5), finding that the action consists of administrative activities of government that will not result in direct or indirect physical changes in the environment.
