HEARING - Consider recommendations regarding the Mental Health Services Act Three-Year Program and Expenditure Plan Annual Update for Fiscal Year 2025-2026, as follows: (EST. TIME: 30 MIN.) a) Approve and adopt the Mental Health Services Act Three-Year Program and Expenditure Plan Annual Update for Fiscal Year 2025-2026; and b) Determine that the above-recommended action is not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378(b)(4) and (5), finding that the action consists of administrative activities of the government that will not result in direct or indirect physical changes in the environment and is a governmental funding mechanism and/or fiscal activity that will not result in direct or indirect physical changes in the environment.
