HEARING - Consider recommendations regarding a proposed update and amendment of the Open Space Element of the County Comprehensive Plan and options regarding the scope of the proposed update, as follows: a) Receive and file a report from the Planning and Development Department regarding a proposed update and amendment of the Open Space Element of the County Comprehensive Plan and options regarding the scope of the proposed update; b) Provide direction to staff regarding the scope of the update; and c) Determine that the recommended actions are not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378(b)(5), finding that the actions consist of administrative activities of government that will not result in direct or indirect physical changes in the environment.
