Consider recommendations regarding the California Mental Health Services Authority (CalMHSA) First Amendment to the Fiscal Years (FYs) 2023-2025 Participation Agreement for Inter-Member Transfers Program Services (No. 4948-PT-2023-SB), as follows: a) Approve, ratify, and authorize the Chair to execute a First Amendment to the Participation Agreement with CalMHSA for the Inter-Member Transfers (a.k.a Presumptive Transfer) Program (Contract No. 4948-PT-2023-SB) to extend the term of the agreement from June 30, 2025 to June 30, 2027; replenish $200,000.00 to the Initial Funding Deposit (IFD), and replace Exhibit A, Section II, Program Overview to incorporate information pertaining to Assembly Bill (AB) 1051, for a revised total maximum contract amount not to exceed $250,000.00, inclusive of administrative fees consisting of portal fees ($4,000.00 annually) and transaction fees (5% of annual transfer-out payments), for the period of July 1, 2023 through June 30, 2027; and b) Determine that the above-recommended action is not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378(b)(4) and (b)(5), finding that the action is a governmental funding mechanism and/or administrative or fiscal activity that will not result in direct or indirect physical changes in the environment.
