Consider recommendations regarding the authority to advertise and receive bids for the South Coast Recycling and Transfer Station Tipping Pad Repair Project, Second District, as follows: a) Authorize the Director of Public Works to advertise and receive bids for the South Coast Recycling and Transfer Station Tipping Pad Repair Project; and b) Determine that the advertising for and receipt of bids is an administrative and fiscal activity which will not result in changes in the environment and therefore the action does not constitute a "Project" within the meaning of California Environmental Quality Act (CEQA), pursuant to State CEQA Guidelines Section 15378(b)(5).
