Consider recommendations regarding authority to advertise for Tajiguas Sanitary Landfill Main Access Road Extension and Site Improvements Fiscal Year 2025-2026, Third District, as follows: a) Authorize the Director of Public Works to advertise for bids on the construction of the Tajiguas Sanitary Landfill Main Access Road Extension and Site Improvements Fiscal Year 2025-2026 Project; and b) Determine that the advertising for and receipt of bids is an administrative and fiscal activity which will not result in changes in the environment and therefore the action does not constitute a "Project" within the meaning of California Environmental Quality Act (CEQA), pursuant to State CEQA Guidelines Section 15378(b)(5).
