Consider recommendations regarding the Wine Country Express Memorandum of Understanding, Third District, as follows: a) Approve, ratify, and authorize the Chair to sign a Memorandum of Understanding (MOU) between the Cities of Lompoc, Buellton, and Solvang, and the County of Santa Barbara for the continuation of the Wine Country Express, effective July 1, 2024 through June 30, 2029; and b) Find that the recommended actions do not constitute a “Project” within the meaning of the California Environmental Quality Act pursuant to 14 CCR 15378 (b)(5) (Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
