Consider recommendations regarding the Designation of a Countywide Policy Addressing Decorative Elements on County Maintained Road Rights of Way, as follows: a) Receive and file a policy formalizing the Public Works Department’s process for handling decorative design requests on County maintained transportation rights of way; and b) Determine that the proposed action is not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(5) because it consists of organizational or administrative activities that will not result in direct or indirect physical changes to the environment and are therefore not a project as defined by State California Environmental Quality Act Guidelines.
