Consider recommendations regarding the Professional Services Agreement with Storrer Environmental Services, LLC for a Habitat Restoration Plan for the Solomon Hills Recreational Trail System, Fourth District, as follows: a) Approve and authorize the Chair to execute the professional services agreement with Storrer Environmental Services, LLC (Storrer) to provide a habitat conservation plan for a recreational trail system in the Solomon Hills south of Orcutt (APN 101-020-076), in the amount not to exceed $25,000.00; and b) Determine that the above recommended actions are exempt from further review under the California Environmental Quality Act (CEQA) guidelines, pursuant to Section 15061(b)(3); which states that the activity is covered by the commonsense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
