Set a hearing to consider recommendations regarding an Ordinance to amend County Code Chapter 46A - Inclusionary Housing revising Sections 46A-2, 46A-3, 46A-4, 46A-5, and 46A-6, as follows: (Set a hearing for March 4, 2025. Time estimate: 30 minutes) a) Consider the introduction (First Reading) of an Ordinance amending County Code Chapter 46A, Sections 46A-2, 46A-3, 46A-4, 46A-5, and 46A-6 and implement the specific actions described in Program 4 of the County of Santa Barbara 2023-2031 Housing Element Update (HEU); b) Determine that the proposed action does not constitute a “project” within the meaning of the California Environmental Quality Act (CEQA), pursuant to Section 15378(b)(5) of the CEQA Guidelines, because it consists of an organizational or administrative activity of government which will not result in direct or indirect physical changes in the environment; and c) Continue to the Administrative Agenda of March 18, 2025, to consider recommendations as follows: i) Consider the adoption (Second Reading) of an Ordinance to amend County Code Chapter 46A to amend Sections 46A-2, 46A-3, 46A-4, 46A5, and 46A-6 and implement the specific actions described in Program 4 of the County of Santa Barbara 2023-2031 Housing Element Update (HEU); and ii) Determine that the proposed action does not constitute a “project” within the meaning of the California Environmental Quality Act (CEQA), pursuant to Section 15378(b)(5) of the CEQA Guidelines, because it consists of an organizational or administrative activity of government which will not result in direct or indirect physical changes in the environment.
