Consider recommendations regarding a Memorandum of Understanding (MOU) with the Santa Barbara Wildlife Care Network for Animal Services Related to Wildlife, as follows: a) Approve and authorize the Public Health Director, or designee, to execute the MOU between Santa Barbara Wildlife Care Network and Santa Barbara County Animal Services for animal services related to wildlife; and b) Determine that the recommended actions are not a project within the meaning of California Environmental Quality Act (CEQA), pursuant to Section 158378(b)(5) of the CEQA Guidelines, because the actions are organizational or administrative activities of government that will not result in direct or indirect physical changes in the environment.
