Consider recommendations regarding the First Amendment to the Agreement for Services of Independent Contractor with Tarzana Treatment Centers, Inc. for Alcohol and Drug Program Services (BC 23-078), as follows: a) Approve, ratify, and authorize the Chair to execute a First Amendment to the Agreement for Services of Independent Contractor with Tarzana Treatment Centers, Inc. (not a local vendor) (BC 23-078) to increase the contract amount by $4,471,200.00 for the provision of Residential Treatment Services to an additional ten clients for a revised, total maximum contract amount not to exceed $9,039,600.00, inclusive of $1,142,100.00 for Fiscal Year (FY) 2023-2024, $2,632,500.00 for FY 2024-2025, $2,632,500.00 for FY 2025-2026, and $2,632,500.00 for FY 2026-2027, for the period of July 1, 2023, through June 30, 2027; and b) Determine that the above-recommended actions are not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)[4], finding that the actions are governmental funding mechanisms and/or fiscal activity that will not result in direct or indirect physical changes in the environment.
