Consider recommendations regarding an amendment to the Solid Waste Community Program and Household Hazardous Waste Drop-Off Agreement with the City of Goleta, Second and Third Districts, as follows: a) Approve, ratify and authorize the Chair to execute the Amended and Restated Solid Waste Community Program and Household Hazardous Waste Drop-off Agreement Between the City of Goleta and the County of Santa Barbara; and b) Find that the amended agreement does not constitute a “Project” within the meaning of the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378 (b)(5), as it is an organizational or administrative activity of government that that will not result in direct or indirect physical changes in the environment.
