Consider recommendations regarding the approval of agreements to extend the Housing and Disability Advocacy Program (HDAP) in Santa Barbara County with Good Samaritan Shelter (GSS), as follows: a) Approve a First Amendment for the subrecipient agreement with GSS for HOME American Rescue Plan Act (HOME-ARP) funds for ongoing HDAP Outreach, Case Management, and Housing Assistance and disability benefits advocacy; b) Approve, and authorize the Chair to execute the following subrecipient agreement for the distribution of Permanent Local Housing Allocation (PLHA) funds to GSS allocating $327,000.00 for rental assistance for the period December 1, 2024 to September 30, 2025; and c) Determine that the above recommended actions are exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4) as the actions involve the creation of government funding mechanisms or other government fiscal activities which do not involve a commitment to any specific project which may result in a potentially significant physical impact on the environment.
