Consider recommendations regarding the appointment of a Workforce Development Board Member, as follows: a) Approve the appointment of Angeli Mancuso as a member to the Workforce Development Board; and b) Determine that the above actions do not involve any commitment to any specific project which may result in a potentially significant impact on the environment, and therefore it is not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(4) and (5) as the proposed action is also an organizational or administrative activity.
