HEARING - Consider recommendations regarding developing an Energy Reach Code encouraging all-electric buildings, as follows: (EST. TIME: 1 HR.) a) Direct staff to proceed with developing an Energy Reach Code that encourages all-electric buildings in new construction, additions, and major alterations; b) Provide other direction to staff; and c) Determine that the above recommended actions are not a “Project” with the meaning of the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15378(b)(5), since the recommended actions are organizational or administrative activities of government that will not result in direct or indirect physical changes in the environment.
