Consider recommendations regarding Buena Vista Debris Basin Project, First District, as follows: Acting as the Board of Directors, Flood Control and Water Conservation District: a) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with HDR Engineering Inc. to provide engineering services during construction for the Buena Vista Debris Basin Project, for the period of September 17, 2024 through December 31, 2026 in an amount not to exceed $124,116.23; b) Approve and authorize the Public Works Director, or designee, to make immaterial changes in accordance with Section 48 of the Agreement for Services of Independent Contractor with HDR Engineering Inc, to make amendments to the Agreement in an amount not to exceed $12,411.62 and to extend the term of the Agreement by up to one-year to complete the work within the scope of the Agreement; c) Determine that the Buena Vista Debris Basin Project to be carried out is for the benefit of a single zone; and d) After considering the Mitigated Negative Declaration (MND) and Findings for the Buena Vista Debris Basin Project, adopted by the Board of Directors as Lead Agency on February 28, 2023, and the discussion included herein, find that pursuant to California Environmental Quality Act (CEQA) Section 15162, no substantial changes are proposed, and there are no substantial changes in circumstances or new information of substantial importance regarding significant impacts or feasibility of mitigation measures and alternatives, and therefore the recommended actions are within the scope of the project covered by the aforementioned environmental documents and no new environmental document is required.
