Consider recommendations regarding amendments to the Agreements with Innovative Construction Solutions and Geosyntec Consulting for the Toro Canyon Oil Water Separator Replacement Project, First District, as follows: a) Approve, ratify, and authorize the Public Works Director or designee to execute Amendment No. 1 to the Construction Agreement with Innovative Construction Solutions for time and material work as-needed for the Toro Canyon Oil Water Separator Replacement Project in the amount of $155,000.00 for a total of $205,000.00 Supplemental Work, bringing total authorization with prior-approved Project contingencies to $2,528,808.25; b) Approve, ratify, and authorize the Public Works Director or designee to execute Amendment No. 2 to the Agreement for Services of Independent Contractor with Geosyntec Consultants to extend the contract duration through June 30, 2025 and to increase the amount $44,578.00 for a total authorization with prior-approved contingencies to $587,183.50 to provide continued construction management and engineering services; and c) Find that the recommended actions to amend contracts with ICS and Geosyntec Consultants are fiscal activities not constituting a “Project” within the meaning of the California Environmental Quality Act, as set forth in 14 CCR §15378(b)(4). A Notice of Exemption for the Toro Canyon Oil Water Separator Replacement Project was filed with the Clerk of the Board on July 27, 2023.
