Consider recommendations regarding a Second Amendment to the Maddy Emergency Medical Services Fund Agreement with Santa Barbara Cottage Hospital, as follows: a) Approve, ratify, and authorize the Chair to execute a Second Amendment to the Agreement for Maddy Emergency Medical Services Fund Distributions with Santa Barbara Cottage Hospital that provides partial compensation for trauma and emergency medical services provided to the uninsured and medically indigent. The Second Amendment updates the Notices section, amends the term to remove automatic extensions, and increases the Agreement amount by $123,000.00 for a revised total of $413,000.00 through January 1, 2027; and b) Determine that the proposed action does not constitute a “Project” within the meaning of California Environmental Quality Act (CEQA), pursuant to Section 15378(b)(4) of the CEQA Guidelines, because it consists of the creation of a government funding mechanism or other government fiscal activity, which does not involve any commitment to any specific project which may result in a potentially significant impact on the environment.
