Consider recommendations regarding Amendment No. 2 to Professional Services Agreement with MNS Engineers, Incorporated for Construction Management Services of Laguna County Sanitation District Phase 1 Plant Upgrade, Fourth and Fifth Districts, as follows: Acting as the Board of Directors, Laguna County Sanitation District: a) Approve and authorize the Chair to execute Amendment No. 2 to a Professional Services Agreement with MNS Engineers, Incorporated to extend the contract end date to December 31, 2024; and b) Find that the proposed action does not constitute a “Project” within the meaning of the California Environmental Quality Act, pursuant to 14 CCR Section 15378(b)(5), in that it is a government administrative activity that will not result in direct or indirect changes in the environment.
