Consider recommendations regarding a First Amendment to the South Coast Youth Safety Partnership Agreement with Community Action Commission, as follows: a) Approve, ratify, and authorize the Chair to execute a First Amendment to the Agreement for Services of Independent Contractor, referenced as BC No. 22019, with the South Coast Youth Safety Partnership’s host agency, Community Action Commission of Santa Barbara County, doing business as CommUnify, for Fiscal Years 2020-2021, 2021-2022, and 2022-2023, to revive and extend the agreement term through June 30, 2023, and increase the contract amount by $15,500.60 for a total contract amount not to exceed amount of $112,608.60; and b) Determine that the action above is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3), finding that the activities are covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment, and where it can be seen with certainty that there is no possibility that the activities in questions may have a significant effect on the environment, the activities are not subject to CEQA.
