Consider recommendations regarding the Sole Source Purchase of The Eastern Specialty Company (TESCO) Electric Vehicle Supply Equipment (EVSE) testing equipment, as follows: a) For the purchase of a TESCO TS4350 testing unit for the Agricultural Commissioner’s Office, waive competitive bidding by the County and authorize the County Purchasing Agent to purchase this equipment in the amount not to exceed $105,000.00 as a sole source procurement from TESCO, without being required to conduct a formal bid process; and b) Determine that the above action involves government funding mechanisms and/or fiscal activities and is not a project under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4).
