Consider recommendations regarding the authority to advertise and receive bids for the Solomon Creek Sewer Rehabilitation Project, Fourth and Fifth District, as follows: Acting as the Board of Directors, Laguna County Sanitation District: a) Authorize the Public Works Director to advertise and receive bids for the Solomon Creek Sewer Rehabilitation project; and b) Determine that the advertising for and receipt of bids is an administrative and fiscal activity which will not result in changes in the environment and therefore the action does not constitute a “Project” within the meaning of California Environmental Quality Act (CEQA), pursuant to 14 CCR Section 15378(b)(5).
