Ordinance appropriating $4,832,455,418 of proceeds from the sale of revenue bonds or commercial paper for capital improvement projects to the Airport Commission for FY2016-2017; placing $2,100,000,000 of those proceeds on Controller's reserve, pending receipt of proceeds of indebtedness; and placing the remaining $2,732,455,418 on Board of Supervisors' reserve.
