- 4 Individuals will be allowed, subject to the Mayor’s discretion based on the anticipated length in the meeting, up to three minutes to speak on items that are not on the agenda but are within the subject matter jurisdiction of the City Council. It is the Council’s policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not on the agenda.
