Approve and recommend City Council approve Water Conservation Surcharge programming enhancements for an additional amount of $615,000 for total program amount of $1,215,000 from Public Utilities Water Conservation Unprogrammed Funds Account for Fiscal Year 2024-25 to include approval of increase to annual Turf Removal Programs, Residential by $175,000 for total of $400,000, and Commercial by $400,000 for total of $700,000, total increase of $575,000; rebate funding for High Efficiency Toilet Programs, Residential for $10,000 and Commercial for $40,000, total of $50,000; rebate funding for High Efficiency Clothes Washer Program in amount of $40,000; reduction for Weather Based Irrigation Controller Program to $15,000, decrease of $10,000; approve reduction for High Efficiency Sprinkler Nozzles Program to $5,000, decrease of $10,000; approve reduction to Hose Bib Timer Program to $2,500, decrease of $7,500; and approve reduction to Residential Flow Monitoring Device Program to $2,500, a decrease of $22,500
