  18. 1. Approval of City Council/Housing Authority Meeting Minutes It is recommended that the City Council approve the following City Council/Housing Authority Meeting Minutes: June 15, 2026 Regular Meeting Minutes July 6, 2026 Regular Meeting Minutes 26-1695

Amending Fiscal Year 2026-27 Revenue Estimates to the Watershed Fund and Award of a Professional Services Agreement to Stantec Consulting Services Inc.; and Approve Tenth Amendment with the Cities of Claremont, La Verne, Pomona and San Dimas It is recommended that the City Council take the following actions: 1) Adopt the following Resolution: RESOLUTION NO. 2026-105 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2026-27 WATERSHED FUND BUDGET BY INCREASING REVENUE ESTIMATES BY $211,008 OF WHICH $205,371 TO WATERSHED FUND FD592 | WATERSHED DEPARTMENT, CC8131 | PROJECT PROGRAM REVENUE AND $5,637 TO WATERSHED FUND FD592 | WATERSHED DEPARTMENT, CC8131 | ADMINISTRATIVE PROGRAM FEE 2) Approve awarding a three-year professional services agreement with Stantec Consulting Services Inc. (Stantec), for implementation of the coordinated integrated monitoring program (CIMP) and watershed management program (WMP) in the amount of $2,482,494 of which $527,419 will be funded by Project No. 81063 and encumbered by a separate PO than the remainder of the contract. (Attachment No.2). 3) Approve the 10th cooperative agreement amendment for cost sharing with the East San Gabriel Valley Watershed Management Group (Management Group), which includes the cities of Claremont, La Verne, Pomona and San Dimas (Attachment No.3) 4) Authorize the City Manager to execute an agreement with Stantec on behalf of the City and execute the 10th cooperative agreement amendment and any subsequent documents or amendments to the agreements. 26-1571

Adopt a Resolution to Amend the FY 2026-27 Capital Improvement Program (CIP) Budget for Enterprise Resource Planning (ERP) System Completion for Worktag: Project 71048 - Financial Software Project It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2026-100 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, TO AMEND THE FY 2026-27 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY APPROPRIATING $47,250 OF WATER FUND RESERVES (FD571, WATER OPERATIONS | CC1410, INNOVATION AND TECHNOLOGY), $20,250 OF SEWER FUND RESERVES (FD581, SEWER OPERATIONS | CC1410, INNOVATION AND TECHNOLOGY), AND $202,500 OF CAPITAL IMPROVEMENT PROJECT FUND RESERVES (FD428, CIP PROJECT FUND | CC2590 CIP | SC263 TRANSFER TO CIP | PG107 CIP PROJ FUND RESERVES) TO “FINANCIAL SOFTWARE PROJECT” (FD428, CIP PROJECT FUND | CC1410, INNOVATION AND TECHNOLOGY | RC114 TRANSFER FROM OTHER FUNDS | WORKTAG: PROJECT 71048). 26-1623

Approval of Amendment to the Special Legal Counsel Panel It is recommended that the City Council take the following actions: 1) Approve the hourly rate increase for Liebert Cassidy Whitmore (LCW) Attorneys at Law to a range of $295 - $485 for Partners, Senior Counsel, and Associates; and 2) Approve the hourly rate increase for Carpenter, Rothans & Dumont LLP (CRD) Attorneys at Law to a range of $300 for Partners and Associates; and 3) Approve the hourly rate increase for Atkinson, Andelson, Loya, Rudd & Romo to $450 per hour for Partners; and 4) Approve the addition of Collins & Collins as a dangerous condition of public property and police liability defense counsel at an hourly range of $180-$375 for Partners, Associates, Paralegals/Law Clerks; and 5) Authorize the City Manager to execute retainer agreements with the requested firms. 26-1655

Adoption of a Resolution Approving the Closure of City Hall during the 2026 Holiday Season and Rescheduling 2027 City Council Meeting Dates Due to Holiday Conflicts It is recommended that the City Council Adopt proposed Resolution No. 2026-110 (Attachment) to approve the following actions: 1) Authorizing the closure of City Hall from Wednesday, December 23, 2026 through Thursday, December 31, 2026, to account for observance of the Christmas Eve, Christmas Day and New Year’s Day Holidays and to avoid potential staff shortages during the holidays; and, 2) Amending the ongoing calendar for regularly scheduled City Council Meetings and 2027 City Council Meetings by cancelling and rescheduling meetings, as noted below, due to holiday conflicts: A. Cancelling the January 18, 2027, regular City Council Meeting and rescheduling to Monday, January 25, 2027, to be conducted as a regular meeting of the City Council B. Cancelling the February 1, 2027, regular City Council Meeting and rescheduling to Monday, February 8, 2027, to be conducted as a regular meeting of the City Council C.
