Resolution to Amend the FY 2023-24 Capital Improvement Program Budget (CIP) by Appropriating $10,000 of Available District 2 American Rescue Plan (ARP) Funding to “Public Safety Improvements - District 2,” Project No. 428-2590-XXXXX-68584 It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2024-14 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, TO AMEND THE FY 2023-24 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY UNAPPROPRIATING $10,000 OF DISTRICT 2 CORONAVIRUS STATE AND LOCAL FISCAL RECOVERY AMERICAN RESCUE PLAN (ARP) FUNDING FROM “MARTIN LUTHER KING, JR. Approval of Purchase Order to Landscape Structures, Inc., Utilizing Sourcewell Cooperative Contract No. 10521-LSI in the Amount of $1,753,861, to Order New Playground Equipment for “Civic Center Plaza - New Playground and Amenities,” Project No. 428-2590-XXXXX-71063 It is recommended that the City Council approve the following actions: 1) Approve a Purchase Order to Landscape Structures, Inc., utilizing Sourcewell Cooperative Contract No. 10521-LSI in the total amount of $1,753,861, to order the new playground equipment for “Civic Center Plaza - New Playground and Amenities,” Project No. 428-2590-XXXXX-71063; and 2) Authorize the City Manager, or her designee, to execute the necessary documents and any subsequent changes or amendments thereto, on behalf of the City. 24-1253

Resolution to Amend the FY 2023-24 Capital Improvement Program (CIP) Budget by Appropriating $140,000 of District 4 American Rescue Plan (ARP) Funds and Approve Amendments to the Construction Contract for “ADA Curb Ramps and Path of Travel - Citywide (CDBG) (FY 22-23),” Project No. 428-2590-XXXXX-67939 It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2024-52 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, TO AMEND THE FY 2023-24 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY APPROPRIATING $140,000 OF DISTRICT 4 AMERICAN RESCUE PLAN (ARP) FUNDS TO “ADA CURB RAMPS AND PATH OF TRAVEL - CITYWIDE (CDBG) (FY 22-23),” PROJECT NO. 428-2590-XXXXX-67939 AND CHANGING THE PROJECT DESCRIPTION 2) Authorize the City Manager, or her designee, to execute amendments to the construction contract/agreement with Garcon Construction, Inc. and related documents, or contract with others as needed for additional ADA curb ramps and path of travel improvements, in the amount of $140,000; and 3) Approve an increase of contingency capacity from City standard of 25% to 50% for the Garcon Construction, Inc. contract for “ADA Curb Ramps and Path of Travel - Citywide (CDBG) (FY 22-23),” Project No. 428-2590-XXXXX-67939. 24-1256

Adopt a Resolution Authorizing the City of Pomona Housing Authority to Increase Revenue Estimates by $2,109,332 and Appropriations by $1,982,754 from U.S. Department of Housing and Urban Development (HUD) Funds It is recommended that the City Council, sitting as the Governing Board for the City of Pomona Housing Authority, take the following actions: 1) Authorize the Executive Director of the Pomona Housing Authority or his designee to execute the contracts and other documentation requested for acceptance and implementation of the grant awards, subject to approval as to form by the Agency Counsel. 2) Adopt the following resolution: RESOLUTION NO. 2024-50 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, SITTING AS THE GOVERNING BOARD FOR THE POMONA HOUSING AUTHORITY (PHA) AMENDING THE FY 2023-24 OPERATING BUDGET TO INCREASE REVENUE ESTIMATES BY $2,109,332 AND APPROPRIATIONS BY $1,982,754 FROM U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FUNDS 24-1257

Approving an Agreement with the Los Angeles County Fair Association for Law Enforcement Services for the 2024 Los Angeles County Fair It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2024-51 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2023-24 OPERATING BUDGET BY INCREASING REVENUE ESTIMATES BY $155,612 AND APPROPRIATING $86,011 IN THE GENERAL FUND 2) Approve an agreement with the Los Angeles County Fair Association for law enforcement services for the 2024 Los Angeles County Fair in the amount of $765,612 and 3) Authorize the City Manager, or designee, to execute any and all agreements on behalf of the City, in substantially the form submitted, subject to review and approval by the City Attorney. 24-1258
