Public Hearing to Amend the Fiscal Year (FY) 2023-28 Consolidated Plan, FY 2025-26 Annual Action Plan, and City Operating Budget to Adjust Revenue Estimates and Appropriations for Federal and State Housing Grant Programs and the FY 2025-26 Capital Improvement Program Budget for the 252 E. 4th Street Major Rehabilitation Project (71210) It is recommended that the City Council take the following actions: 1) Conduct a Public Hearing regarding the amendments to the FY 2023-28 Consolidated Plan, FY 2025-26 Annual Action Plan, the FY 2025-26 City Operating Budget, and Capital Improvement Program Budget; and 2) After receiving public comments and testimony, close the Public Hearing and adopt the following Resolutions: RESOLUTION NO. 2026-18 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, TO AMEND THE FY 2023-28 CONSOLIDATED PLAN, FY 2025-26 ANNUAL ACTION PLAN AND THE CITY OPERATING BUDGET BY INCREASING/DECREASING REVENUE ESTIMATES AND APPROPRIATIONS FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG), COMMUNITY DEVELOPMENT BLOCK GRANT CORONAVIRUS (CDBG-CV), HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME), EMERGENCY SOLUTIONS GRANT (ESG), ESG RAPID UNSHELTERED SURVIVOR HOUSING (ESG-RUSH), LEAD HAZARD REDUCTION AND HEALTHY HOMES (LHRHH), OLDER ADULT HOME MODIFICATION PROGRAM (OAHMP), PERMANENT LOCAL HOUSING ALLOCATION (PLHA), CALHOME REUSE AND CONTINUUM OF CARE (COC) PROGRAM FUNDS RESOLUTION NO. 2026-19 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, TO AMEND THE FY 2025-26 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY APPROPRIATING $286,133 OF PERMANENT LOCAL HOUSING ALLOCATION (PLHA) PROGRAM FUNDS TO “252 E. 4TH ST.
