Major Certificate of Appropriateness (MAJCOA-019900-2022) Project Address: 470 West Columbia Avenue Project Applicant: Edgar Del Cid Project Planner: Geoffrey Starns, AICP, AIA, LEED AP, Historic Preservation Supervisor Council District: CC District No. 1 A request for a Certificate of Appropriateness (File No. MAJCOA-019900-2022) to retroactively approve the replacement of the original windows with new vinyl windows within the Wilton Heights Historic District. Pursuant to the Guidelines for Implementation of the Environmental Quality Act (CEQA), the proposed project meets the criteria for a Categorical Exemption in compliance with Article 19, Section 15331, Class 31 (Historic Resource Restoration/Rehabilitation) in that the project is consistent with the Secretary of Interior’s Standards for the Treatment of Historic Properties and Section 15301, Class 1 (Existing Facilities) in that the project consists of minor alterations to an existing structure. Recommendation: Staff recommends that the Historic Preservation Commission take one of the following actions: 1. Approve File No. MAJCOA-019900-2022, subject to conditions, and adopt Resolution No. 24-003; or 2. Deny File No. MAJCOA-019900-2022, and adopt Resolution No. 24-004.
